If a gpu can output maximum of 100 FPS in 1080p and another gpu can output 100 FPS in 1440 or 4k, the cpu utilization for both gpus in their respective resolutions is the same. What you are saying only happens if you use the 7900GRE for 1080p resolution where you will have a bottleneck because your cpu can't handle the higher frame buffer.

Imagine a scenario, when you play at 1080p, your GPU generates around 144 fps and you are not bottlenecked by the CPU. If you decide to upgrade to a gpu, which can now output 144 fps in 1440p, you won't have to upgrade the CPU since it's already capable of outputing 144 fps. The change in resolution basically impacts the GPU only.

The point is that frame rate is capped by CPU and all the behind the scenes async stuff is relatively constant. The frame rate effects the calculations for things and scheduling overhead etc. But the resolution should be roughly independent of the CPU and more dependent on the ram speeds, size, data fabric speeds and the vram as well as the GPUs rasterization and texturing abilities. Now this is a rough relation and it does actually have some codependency with the CPU but idk where the line is for bottlenecking. The thing is though, most of the high fidelity games are also CPU intensive, since they go hand in hand it is a good idea to have a balanced build between the two.

If i understand correctly, just bumping up your grafics settings in one game you played before wont make you need a new CPU, but you would with a better GPU also try more demanding games in general, for the CPU too

If you are already going from 1080p to 1440p or 4k, that would remove the need for a better CPU out together since you wouldn't see more fps anyway. It depends also on the GPU you're paring with too, both 4070 ti Super and a 4090 are 4k GPU's, but only the latter would really need a better CPU for the "high frame rate experience" on 4k for single player games, as the 4070 ti Super wouldn't provide that.
Im also not saying that you shouldn't upgrade your old zen 2 or pior CPU, but if you have something like a R5 5600x, thats enough for 4k gaming on a high end GPU like the 4070 ti Super.

It is because PCI-Express bandwidth that CPU can offer. If the bandwidth is identical, upgraded CPU still give you an edge because you can run extra jobs in the background. Also some games don't utilize GPU well and rely more on CPUs.

Hardware unboxed covered this using an amd 3600. At 4k you're more gpu bottlenecks. 2k slightly at 4k there's not much difference. Maybe 1% lows but avg fps def not

I also think its important to understand that zach probably recommends that you upgrade your cpu anytime you up resolution because later down the road you are going to get a better gpu which will push more frames which in turn makes the cpu work harder. Thats why if you have a 5500 and you upgrade the gpu to a 7900x with a 1440 monitor you will still get a bottleneck even though your at a higher resolution.

Honestly if you have to think about which cpu is for which gpu at which resolution you are better off just not wasting your money on a gaming pc because right now you should be researching compatibility and saving money so when you finally want a gaming pc you can have the best pc for your needs and know exactly what to do to avoid a bottleneck.
