Thats literally the point of the story. Thats Roxie's character from the beginning, she wants to be a star and she wants it so badly that she knows she's on trial for murder but she doesn't really care cuz she only sees it as her Big Break. Everyone will know her name, and that's all that matters.

I actually don't think Billy loses sight at all. everything he does with the tabloids and the media and Roxie's image IS to prevent the death penalty. He needs all that flashy stuff to do it, to help blind the jury, and that just happens to blind Roxie in the process. It's even shown in the scene after the courtroom where Roxie is almost immediately forgotten. But she's still alive, as Billy promised he'd do.

I disagree that both Billy AND Roxie lose sight of the ultimate goal. Roxie alone loses sight. She gets wrapped up in the glamor of fame and forgets that any mistake can cost her her life. She is only reminded by Billy (who calls her a dumb common criminal), Velma (who tells her the Hungarian woman lost her final appeal), and the hanging of the Hungarian woman.
Billy, on the other hand, has the ultimate goal of never losing a case. He knows very well that drumming up publicity and public sympathy can help him win a trial which will ensure that his clients are not hung. He never forgets his ultimate goal and is on the verge of quitting when he sees that Roxie has forgotten the goal of not being hung.
