We need flameheart to sometimes spawn when you do the skeleton boneworks tune. Just kinda pops up at reapers. Skeles circle it. Vanquish it to get more loot. Or if players on the island scuttle/flee. They submerge leaving.

There should be a flameheart event, where flameheart himself would rise from the sea like a skelly ship on his own gally, attacking you. This new shipset could be unlocked through servant allegiance 100 - 200 or 100 through 1000
