They dont make good pets but definitely arent inherently wild and undomesticated. Some species are already self domesticating, but even a wild fox isn't dangerous or aggressive.
They're naturally playful and curious they just don't work well in houses, will escape backyards, and people dont want a whole pen for a fox.
Dogs make good pets because they're trainable, cats because they can pee in a box, and other small animals because you can keep them in a cage.

Foxes are elegant and beautiful creatures until you see them in motion pissing everywhere, yelling exscrutiating noises and destryoing furniture and tools. Just like racoons, otters and wolf dogs they require way too much attention as pets, sometimes even plenty of experience.
