During the war in Afghanistan, the Soviet soldiers' rations mainly consisted of canned food. To add variety to their menu, they started trading with the locals. The locals were willing to sell food in exchange for the abundant ammunition possessed by the Soviet soldiers. However, they soon realized that the ammunition could end up in the hands of the mujahideen. To address this, the Soviet soldiers came up with a clever solution. They boiled the cartridges before trading, which made the bullets unusable.

"Which made the bullets unusable"... And how long do you think this tactic may have bene useful..??? After 1 or 2 trades OBVIOUSLY the Mujahideen and locals must have relaized the trick and stop trading food for ammo. You "FORGOT" to mention this part. LOL..
