Even from this close-croped video you can see the outgoing boat is left of the channel when he should be passing port-to-port. His buddy clearly doesn't know colregs and is justiculating but it's obvious the helm doesn't know them either. Incoming boat would have been wise to slow down to give himself more time to react and options, but did the right thing by originally turning to starboard, only having to throw the wheel over at the last moment when it became clear the outgoing boat wasn't going to pass on his port side

The incoming is coming in on a wide port turn at unnecessarily high speed which obviously disorients him and difficult to gauge the exact angle and direction of the outgoing boat which is also going fast. Very difficult to correct when approaching each other at these speeds especially in a channel so what can happen and what often does happen is both boats keep correcting in the same direction as the other until they collide.

Both drivers are googans …..and shouldn’t be operating a boat ….the incoming boat was at high speed for the amount of traffic when entering the channel , and the outgoing boat , was on the wrong side of the channel ….but hey , it’s Florida , with no rule enforcement , except for banned books , teachers , women’s healthcare and Drag shows ….

The skipper in the incoming boat doing in did the correct thing, and the other one didn't, i.e. both boat must change course so each one sail to starboard (the right hand side of the boat)

If no signals exchanged,, figure port to port, you travel the right side as you would on the road. In either case, make your turn early and obvious In a collision, both captains are at fault, maritime law.
