As a native Japanese, there is a simple reason for this. Playstation had always had the confirm button on the right side along with Nintendo, even back in the PS1 days.
A simple yet clear meaning behind the shapes of the buttons sheds some light as to the reason behind it. The triangle or "sankaku" button refers to a viewpoint and is represented by one's head or a converging direction/perspective; square or "shikaku" button refers to a document and represents menus and the like while the circle "maru" and x "batsu" buttons mean yes and no respectively.
However, in PlayStation's case the latter buttons would reverse roles for the Americas and Europe, with the goal of being more sense-worthy to those regions of the world as that is how non-Japanese games released in the west were being played. For people that have played NTSC-J PlayStation titles will know or have seen the ⭕ button as confirm/accept and the ❌ button as decline/return. Nothing too surprising really but I've been told it does take some getting used to.
With Nintendo being more traditional in their operations, its understandable that they have yet to implement this in their consoles like Sony once did almost 30 years ago. To be fair though, at least some of the games are more occidental-friendly with the menu navigating. 😂
