another way to do this is go to the notifications screen. i.e. from the home screen drag your finger from the top of the phone to the bottom. screen rotation is the 5th button from the left. first being wifi, second bluetooth, third gps, fourth sound, and fifth screen rotation. Try clicking that

I wish, unfortunately to my knowledge you cannot speed it up. My phone upgraded tot he 4.1 Jelly Bean, it works a little faster, but nothing I would say is near fast enough.

U can just pull up the notifications bar and screen rotate is at the to it is much faster

Also if this doesnt work, even if it says its on...take out the battery and hold power button for 30secs, it resets the processor and will fix rotation issue.
just fixed my girlfriends s3 by doing this.
