That’s a chilled water pipe and it looks like the trace heating has earthed of the AHU and the same with the 3 phase supply to the fan motor due to vibration
Should be glands and wires should be secured better is my opinion 😢

Could’ve pulled the refrigerant plate back and rubber rings before brazing or at least put a heat shield up so the cabinet doesn’t get damaged from brazing
