He canāt have complete infinite energy, as that would completely go against him getting a bit tired after fighting Goku and being worn down by SSJ2 Gohan.
But he potentially could have energy replenishing abilities on par with the Androids.
How would that work? Imagine Android 17 firing off his strongest attack. With Android 17, that amount of energy gets almost instantly refilled due to his āinfiniteā energy generator. Now take around double that amount of energy to factor for 18, and thatās the amount Cell can output continuously without ever getting tired. Of course, that doesnāt amount to much for Cell because even Semi-Perfect Cell easily uses more than that amount to fire off any meaningful attack. But itās still a fun concept to think about.
And I guess the infinite energy generator can be ātrained,ā as the Androids still retain their infinite energy abilities well into Super, where they become a lot stronger than they were in the Cell Saga.

You can literally see cell get tired or get out of breathe so at least in the anime continuity he has a limit to his energy

Was it ever said the Senzu Bean restored his stamina? I always assumed he was just injured.

1. His Infinity statement comes w.r.t Battle power not stamina
2. It goes consistent on how narratively since Friza saga , 2nd form froeza was stated to destroy Universal , which further gets objective by Final form frieza with fatigue could tank a Universal spirit bomb which had energy throughout the infinite universe ( yes uni is infinite sr: ,daizenshu )
3. Further cell was stated by 16 that he threthens universe destruction
Also backed by Elder Guru .
Conclusion : There is enough evidence to support the Narrators Statement of cell having Infinite power level
As u need Infinite energy to destroy a High Universal construct . And Mortal Universe is infinite in size

Maybe he has like a weird mix of having it and not having it.
Probably doesn't have anything post Super Perfect because the Androids might not exist in him anymore.
Maybe they draw upon their power but that's not consistent.

Pure androids have an energy core in there body of which gives them there infinite energy. Cell is a bio-android. So he does not have this, he also doesnt have a the bomb in him
