Of course it would be illegal to convert gentiles to Judaism. Judaism is an exclusive religion and has never been evangelical. That's not the plan. The plan is for gentiles to become Christians, worship the jewish god, and then later become willing noahide slaves. The laws in Rome furthered these ends and were not anti-jewish.
