They can easily take it 2 different routes. 3 technically
1. Jet the hawk and the babylon rogues.
Explain that the "black hole" in the 1st trailer was created by gerald accesssing tech he found in an ancient ruin called "babylon"
2. Blaze and the sol dimension.
Lets say shadow either gets sucked into the black hole at the end or destroying it brings someone TO their world. That being blaze
3. Black doom.
With shadow being called an alien, its clear they have plans for the black arms in the future. With them we could get a solo series with rouge, omega, and possibly eclipse(is he a ken penders character? I forget)

There's no way either Amy or Rouge isn't going to show up in the third movie, they're just not marketing them (either to leave some surprise when watching or because they think Shadow is enough of selling point on is own and don't want to overshadow him). That said, if the next movie isn't Amy/Metal Sonic focused, which I think it will be, then my money is on Silver.
