Actually in the game manual for the first SMB the Goombas betrayed the Mushroom Kingdom to work for Bowser. Thankfully some Goombas are still nice beings in the Mushroom Kingdom, as shown in the Paper Mario games.

Although Bowser is still the villain, he just wants to marry peach. That’s it.

Sure, some things Bowser does are not good (best example kidnapping) but the marriage does make sense because Bowser is a KING, meanwhile Peach is just a PRINCESS and not a QUEEN. So the marriage would also make sense in a political way because it unites their kingdoms. Peach is in a kingdom that has easy access to food and is comfortable for a living meanwhile Bowser is ruling the type of kingdom that is an expert in weaponry and a great army, which could be used perfectly to defend the kingdoms from any type of danger yet to come.
(And as much as I love the Mario Move, I hate Peach. I am glad Peach said no because in this case Bowser shouldn't fall in love for someone like her. I always felt like he loved her not only because of her looks but also because of her hidden powers she uses twice in the Mario&Luigi games, her knowledge of baking cakes and her soft girly princess nature. But the movie throws it away because "Girl power". In that case they could've put Daisy in if they want a girl boss for the movie. I maybe sound a bit harsh but I'm just honest.)
