Spectral Soul is too low. Dude had great grand master in many paths the most offensive venerable, Revived while fate was still alive while not being an other worldly demon and almost took over the gu world if many venerable didnt team up to stop him.
At his peak I think he ranks top 3

logicaly speaking POIV may be no.2 because he withstrand 4 chaos tributions, fang yuan should not be higher because he become venerable recently and his refinment path is not for fights. his battle power may be midle of rank 9 at best

Most of the venerables lack feats, so it is impossible to judge.
But I think what has been hinted, this should be the list:
1. Limitless
2. Primordial
3. Star Constellation / Thieving Heaven
4. Red Lotus
5. Spectral Soul / Reckless Savage
6. Genesis Lotus
7. Giant Sun
8. Primordial Earth
9. Fang Yuan
Reason?
These Venerables when they were alive passed more tribulations than FY as a Venerable. FY is just a new venerable with no tribulation. Yes he does possess Sovereign aperture, but it can't fill the gap of Rank 9 tribulations that occur after certain time gap.
By feats, you may be right, since no venerable has any feats regarding that.

Im not even gonna argue about number 1 limitless demon venerable is the only one here that was closest to achieving immortally. But I'd give 2 to fang yuan and 3 to spectral soul.
