It was average power left that allowed them to sit out the first tournament. It wasn't because they had 30 god tier fighters available, which could be the case. It was average power level.

Universes 1, 5, 8, and 12 are actually not stronger considering they base Mortal level on how advanced a universe is as well as based Kai’s. Universe 7 obviously isn’t weak, but the Hakaishin is a lazy god who destroys on a whim, and the Kaioshin while he has a good heart that boy doesn’t know what he’s doing half the time. So it’s not that universe 7 or any of the universes that participated in the ToP were weak, they either had shitty gods or just stopped naturally progressing

That deduction was also based off of the fact that no one knew that the Saiyans power grew from battle. I know Jiren will be the argument here, being that he was the strongest single fighter in the tournament, but he was also training his whole life and Goku still managed to keep up with him until the very end. I would bet that given the time and proper training, that the saiyans could go toe to toe with most fighters.

Its not power level it MORTAL level as the god of destructions in those universes were doing there jobs probably thats why they didn't have to compete beruus and other gods weren't doing there job as well which is why they had to participate

False universe 7 was second weakest to u9 in mortal level. Doesn’t mean how strong the fighters were. All the other universes had a higher mortal level yet none of them produced a fighter stronger than goku. Only jiren has an argument and goku beat his ass in mui only cause his body gave out he needed help from 17 and frieza

Incorrect cause the main thing stated was the overall power of those universes was greater. It wasn't measuring individual fighters but all life, thus doesn't mean Goku is weaker then the fighters if the other universes.
