This is not Eurocentrism at all, this is a very real possibility. Both archaeologists and historians agree that the Vinca culture was very developed and advanced, so it is very possible that this culture could have produced writing as well.

Vincha spread from Serbia to Bosnia , Romania and Bulgaria. This culture has nothing to do with Tatars. In fact it is just a continuation from Lepenski Vir culture from 12000 years ago, at least. And they too had developed agriculture and two floor houses.

That round clay "thing" with a hole in it looks very much like a pendant for a necklace which leads me to believe that the writing has some kind of ritual meaning, like a kind of protection from evil, or in a worst case scenario a price tag or ownership marker for a slave. Somewhere in between it could be a seal for a storage vessel. My guess though leans toward it being an amulet to ward off evil spirits.
