Well as you can already see carnage has stopped the poison before it entering his body so he didn't die thats why he don't have the codex

First injection was an anesthetic. Second one that Carnage stopped was the lethal injection.

Cletus did not die just yet
You don’t die instantly the moment you’re injected
And on top of that the symbiote formed so Cletus was meant to survive the death penalty
But there was a second codex
It was mulligan and toxin’s
Cause mulligan did die at the end of the movie
But toxin revived him
So toxin and mulligan has a codex
But as the movie said the codex dies with the death of the symbiote OR the host
And mulligan died again in venom the last dance by a xenophage

Personally i just think the codex takes time to develop within the full form symbiote. My theory, is that the more Eddie and Venom went out hunting bad guys, as well as the multiple in and out transformations at the chathedral in Venom 2, the more they transformed, the faster the codex developed within Venom

Cletus was alive and awake at the time of the injection, symbiote likely already bonded at that time but only showed himself when his host got into a bad situation and thus carnage rejected and pushed the poison out before it took effect besides knull could not have detected nor gotten the codex EVEN if there was one, knull only knew of the codex because for a short time venom and eddie were in universe 616 carnage and cletus died due to venom before they coudl get involved with knull

Toxin had Codex when he brought Mulligan back to life then left his body

Cletus never actually died…. The lethal injection never got into his body because Carnage stopped it. You can see carnage go up the IV run and block the liquid before it entires Cletus vein

Bro. Carnage wasn’t a codex because he stopped the syrum from going in and he’s a biological bond, well in some comics carnage can’t be split from cletus. And also there can only be one codex they said that in the movie. And knull sensed the codex travelling throught the multiverse which is why he knew venom had a codex. (Srry if I’m being picky I’m just so obsessed with marvel I can’t stand it someone gets it wrong)

Cletus didn't even died yet, he was conscious and alive when carnage took control.
