Depends how it functions with the other chords, a Cmaj7 with an E as the bass note can function as an Em as well as a Maj tonic, depends what follows…..actually the chords Em……Dbass note…..Cmaj is a common sequence. I always look for a third and a 7th from the bass note to form a chord then if it fits in the sequence, as most chords are written with the tonic in the bass. You kind of complicated that a bit
