For doing flair shots in the most effective way, I like using the Driven Trivela Cross command. It's immensely better than the regular way of scoring goals.
In EA SPORTS FC 25 this passing command continues to be amazing, just like in previous FIFA titles.

Note that the Zlatan kick flair shot is one of the rarest animations in the game. But it gets easier to achieve when you cross to your teammate, and then use this passing command. It will require practice to succeed with it.
If you want to practice EA FC 25 skills with Neymar Jr & Vini Jr together, simply transfer Neymar to Real Madrid. Then both of them will be available on practice arena, provided you have that team set as your favorite.

You could do it with L2+L1+⭕️ also, but it'll be a weak lofted shot so won't be viable for scoring.
DTC command is so much better, for all flair shots. This way you'll actually get powerful "shots" because of the driven modifier (R1), which can be applied only to passes/crosses. It's a true game changer if you want to score flair shots more easily.
