Way back when ms. Pac-Man was popular ROM and RAM were very small and very expensive. Programmers had to get the most out of every kilobyte. Now we have terabytes of space to play with that's more affordable. Programmers don't worry about compression and space saving programming. When taking a classic game they unpack it all jam more stuff in and rerelease it.

For people who arent in programming and game development the reason games are so large these days are sound and music it may sound stupid but the audio file are the biggest in a game the reason 2k is 160gb is all the audio think all players have interviews all the music the announcers have lines programmed the sound of the ball bouncing when you really start thinking how much detailed the sounds of a game are now you realize why games are bigger now compared to '88.

For NBA its because they don't care about compression.
For Ms. Pac Man its either because its using various emulation software and upscaling. Or its because it's a remade version using modern software
