I think this is part of what resonates with me about your culture and people. I know the Japanese have endured this and many other issues stemming from their unique location since time-immemorial; yet time and again you recover and fight to preserve your way of life. So many nowadays would say to give up, move away, and live another day. There is something profoundly inspiring about people that truly value their way of life, the way that the Japanese do. I hope I am not talking like I know everything, just wanted to say I respect your courage, in so many words. XD haha

Fully agree with just accepting earthquakes as one of nature"s negatives. Hear in NZ they are just a part of the wallpaper of life, for good reason is the country sometimes referred to as "the shakey isles most 'quakes are very minor, but like Japan building standards set criteria that minimise risk, out Parliament building is a good example where the foundations have been modified so that in effect the ground can move with the shaking effect being absorbed by "shock absorbers" built into the foundations. Most housing is wood framed which flexes with the movement of the ground, unlike brick or stone which would fracture.
