Israel Defense Forcestroops with full combat training are usually required to have their rifle with them 24/7, and that includes when going home on leave. Combat troops with sufficient service veterancy get a special privilege of being allowed to carry a rifle and to enjoy various benefits for soldiers even while not in uniform as long as they carry a combat troop ID card. These people are the main group you'll see walking around in civilian clothes and a rifle, and you'll see plenty of them crowding public transportation hubs, especially on Sundays. And yes, occasionally they hit the Tel Aviv beaches on the way to and from their base.

In the Territories, many people have a gun license for self defense so you may see civilians with sidearm or rifles going about their day. There are also civilian defense contractors and armed community guards out there.
