It wasn't the federal government that deployed the Texas National Guard, it was the governor of Texas. If the National Guard is standing down, that's Governor Abbott backing down, not Vice President Harris. That's also backed up by the fact that the Texas National Guard only deployed to one crossing point when there were unguarded crossing points less than two miles to either side; TNG was deployed by Abbott for show.
