more than flexibility, control is more important. if this ballerinas didnt have the core strength to hold their legs so high and not throw them down with their whole weight, this would look a lot different! this may look very easy, but in reality, it is very hard, and you really need to have a lot of strength on your legs and core muscles to be able to make this step (which btw is called grande battement tendu) look so effortless!
