many of the shoes likely were on the feet of people on the ship. People fall in lots of different ways, some of which may not be a natural way for somebody to lay down. There is also predation, and until they've settled into a spot, water currents that shift things around. Some bodies may have come down with the wreck, and been hit by other debris falling later. The entire even lasted for hours on the bottom.

Well there was an earthquake that occurred a few years after Titanic sank so the underwater activity could have shifted or moved the wreck n debri field possibly but also when the bodies sank down to the wreck n sea creatures ate the bodies perhaps what ever ate them moved the shoes too. In reality there's different reasons why but we'll never truly know for sure

So, I assume the writer believes... squid (or octopi) took them out of people's luggage found in the wreckage, and trotted about the sea floor for a kilometer or so, until they got bored and dropped them... always in pairs?
Maybe the wreckage was pillaged by mer-folk? Ariel swimming around with mismatched shoes on her hands would be adorable!
Or maybe mismatched shoes were put on by fleeing passengers, or two different shoes were from two different bodies that sank near one another, maybe the limited photos shown don't show the matched shoes just a bit further off, maybe the ocean scavengers pushed the shoes around as they pulled the meat from them, maybe the drowning passengers kicked them off to be able to tread water better, or maybe even floating luggage eventually disintegrating on the seafloor, leaving only the shoes. THESE are likely scenarios.
Shoes being pulled from sunken luggage and scattered by unknown natural (or supernatural) phenomena ARE NOT LIKELY SCENARIOS, and looking at some photos online IS NOT study of the artifacts. If the pairs could be retrieved and proven, repeatedly, to be be mismatched, you might be able to question the narrative. Until then... go away.

Not all of the circumstances fit, but if there were 3rd class passengers who could possibly only own 1-2 pairs of shoes and maybe at times wore mismatched pairs due to them being of limited means to buy a new or even used matching pair. Maybe they had one good shoe from each of their 2 pairs to their name, and so wore the good one of each pair… I have a great grandmother who lived in this time and explained that it was common to do that at the turn of the century.❤❤❤ On a side note, I had a great great uncle who was a vegetable cook on titanic and survived on lifeboat 2, and he corroborated my grandmothers recollections.
