I would think that this hulk gets angrier and angrier rather than going down , but it's actually the same one that was turned into the credible hulk by Thanos , Venom will do the same and make him a man of science and time travel .

But he has arguments for being stronger since avengers , if we ignore blatant contradictions showing him consistently as large building level and take some specific things at face value , then Iron man's 200 Petawatt lasers doing nothing to Leviathan makes both Hulk's AP and dura city levels , while from those same things upscaling electro in nwh final fight then Tobey spiderman would only give Venom city levels of durability and not AP . It's credibility is questionable since first the leviathan feat was calced to building level based on its size , then someone asked one of the avengers writers what was the leviathan's weight then they took a guess saying " like 3 million tons ? " which apparently makes it very dense and still by that the punch feat is only raised to multi city block level not city , so it's weird and probably depends on the plot if an actual fight were to happen just like in comics . The consistent scaling favours Venom , some specific statements like the laser thing favours hulk if we ignore the contradictions .

Although Venom should get strength in either case , the mini sun in SM-2 was stated capable of city level destruction by several characters throughout the movie , and the stage it reached before Tobey stopping the wall against its pull , shown pulling cars and ripping out poles from the city while novelization states its pull could be felt all over it , makes the calc come to 11 million tons something , still greater than 3 million tons , and that Tobey feat calc is lowball if anything , cuz the fusion reactor was getting stronger by the moment moving closer towards its city level destruction capability , it was stated " anything not nailed down could wind up getting pulled into it " but at the time of the feat we saw the metal supporting the wall was pulled into it so it was stronger at the time of the feat.

BIQ is surely Venom , beating a Soldier getting crazier by the mutation doesn't really compare to sustaining memories of spiderman while having his powers and outclassing him ina fight , Hulk doesn't show Venom level of superior battle iq in his fights and we see where his biq caps at when he fights Iron man and Thanos .
And no way Hulk has greater skills , combat speed , abilities , agility and flexibility come on now . Venom is on spiderman's level in skills , combat speed which is faster than human perception ,sure hulk can get attack speed if there's some distance in them due to his fast jumps but not combat speed , in abilities Venom has some basic usage of webs , nets , bullets , tripwires and crazy fast regeneration. Hulk can jump way farther in one direction at a time that's not really agility he doesn't do the same in multiple short distances to fight opponents better who are already close to him he can just close distances fast with the jumps , and no way more flexibility than the literal evil spiderman 💀 , not versatility either he's good at being a raging beast who doesn't show much versatility when he needs to and just loses due to that , Thanos barely outclassed him in strength but once he did there was no pushback from Hulk in skills , combat , versatility , adaptability nothing , because " smash " is pretty much the only thing he's good at and when that fails he loses , strength wasn't the reason that fight was so one sided . Regeneration goes to Venom , Hulk is more on spiderman's level not shown to regenerate as fast as Venom , Venom literally regenerates the wounds completely right after taking damage .

Venom gets more points either way , but the actual fights aren't point contests , so as i said earlier , the varying AP , blunt force dura , scaling decides who wins this. I lean more towards Venom because of the more consistent scaling and the 200 Petawatt lasers thing not looking as credible , they most likely didn't think much about it , but that way they could also just make Hulk win if this fight happened without thinking about their previous scaling , it's the hulk after all , Venom gets some backing from the comics too, since spiderman competing to hulk is a thing
