I think they're gonna go with an Inquisitor if it's an original story. They probably want to have their main character interact with several different human factions and Inquisitors are your best bet to get that done.

I mean it would make sense to start from the point of view of the Guard but the problem is that newbies don't understand why the Guard is often more interesting than genetically modified super humans. Personally I would have wanted the show to start from the POV of a new guardsman who came from a planet similar to modern day Earth so people can relate with the shock someone from our time would experience being thrown into the greater 40k universe.
