Gen 2 bores me to tears. NOTHING happens in Johto that wouldn't sort itself out with no consequences without you, and Team Rocket are a big part of how that's fumbled. They literally added 4 new characters in HGSS to do nothing with them. I don't understand. Unfortunately, this sets the pattern of barely-relevant garbage plots that Pokémon would struggle with all the way to Current Year.

To be honest I think it actually makes for an interesting tale of them trying to be relevant and threatening when there’s nothing left for them after Kanto. And then once they lose again to another 10 year old while in a worse scenario, they just combust and scatter. Really makes you think about how Team Rainbow Rocket is a bunch of alternate universe leaders, with Alternate Giovanni having control of a Mewtwo.

At the moment I took it as they doing a desperate final gamble, since before this they were trying their best to have low profile compared to before since one crime was done in a small village and the other in what barely could be called a tourist area(and even then, they choose a not easily detectable method such as radio waves). But since even then they where chased out, they decided to do one last risky operation since they were already f*ucked up... Still even tough I like the whole idea, that doesn't mean they aren't underwhelming. I think they could either have been-
1_ A sub villain gang like team skull or the Marnie fanboys
2_Being more rabbid in their approach, since they have no criminal mastermind, the whole structure is non-existent and trying to call out Giovannis attention. They become more violent than the controled crime they had before and for example they might storm small cities, take hostages and just being more chaotic than before.

Fails to liven up Johto? Bro they literally took over the largest city in the region, that's more action then was present in gen 1.
And in what way are they more clumsy then before? In the last games they were stopped by an 11 year old, it's the same story here.
Hell, if anything them being in Johto years after Giovanni left them shows how resilient they are. Their influence on the regions run deep, you can't get rid of them so quickly, Team Rocket is like a zombie in that way.
We also got admins and executives, showing that the team isn't just made of faceless grunts with a leader, which fits well because they don't have their leader anymore. It's a form of adding depth to what's one of the more basic villain teams otherwise.

They originally invade it to broadcast the signal they were testing on the Lake of Rage, cuz it controls Pokemon maybe? It's not really clear what it is supposed to do, it just forces Magikarps to evolve and enrages them.
They end up broadcasting a call asking for Giovanni to pwease come back.
The Celebi events also completely goes against what the original Kanto games established.
People might miss it, but you actually destroy Team Rocket quite early by forcing them into evacuating the casino (their main source of revenu and HQ).
Everything after that point are attempts to resurrect Team Rocket, and Giovanni explicitly says so in his gym. The gym battle was the last attempt and it supposedly showed him the errors of his way and revitalized his love for pokemon.
And then HGSS and every material after that paints him as still some wannabe dangerous looming threat because Team Rocket is so epic and spooky I guess 🤷♂
