Marika has one of the worst cases of survivors guilt I've seen in media.
Her and her people where persecuted in the most horrific ways imaginable almost being brought to extinction. So she did everything in her power to never let that happen ever again.
She usurped the old order and it's people. Ascended to godhood and created a new order where everyone would be reborn as her new family through the erdtree. Ruthlessly stomped out a anyone who would challenge her order. And removed the rune of death along with sealing away everything else that would harm her new family.
Only for that family to be cursed for all eternity and her most beloved son Godwin to be killed by one of her own family.
No wonder she just gave up after that.

Marika removing the rune or death never made sense gameplay wise. It makes sense for the average enemy you fight, as they respawn and canāt die, but why can the main bosses still die if death has been removed from the lands between?
