I get the safety concern, but it is overkill. If someone is irresponsible enough to leave something plugged in where it can get knocked over, they will be more likely to have a similar accident when they run an extension cord to the counter, because they don’t have an outlet there already. As far as keeping a kid from putting a fork in an outlet goes. If the parents won’t bother buying outlet plugs to prevent that, that should be their problem not the builder’s.

This isn't clown world at all--new NEC allows island outlets but does not require them, however if the island does not have outlets, then you are required to run electric there for future outlets. 210.52(C)(2). The builders label the j-boxes that way so you as the inspector know they're meeting that code. When an outlet is installed it still has to meet code, for example a surface-mount outlet that is approved for that kind of location.

Just closed on a new property in Happy Valley (Portland Area) and they installed a pop-up outlet in the center of the island. Which I think is the best option for now.
