You are simply out of the loop. Probably because you haven't watched Ronaldo games I guess. He's there because he scored 50 goals this season plus 10 goals for the NT during the qualifiers. Is he Madrid Ronaldo? No. Of course not. However, he's substantially better than 22-23 Ronaldo and maybe even better than 21-22 Ronaldo. He's in shape, he's got his head right, he had a proper preseason for the first time since 2019 and he has always been more team oriented for Portugal than for club.
He 100% deserves to start and whoever suggests he doesn't simply hasn't been watching Ronaldo or Portugal.
