Mail theft is a federal offense. The U.S Distrct Attorney should prosecute. But nobody gets prosecuted anymore for anything but serious felonies.

If somebody's messing with your mail, you call the US Postal Inspection Service. Postal inspectors are Federal law enforcement agents with full arrest powers, and these guys are relentless. Their sole job is to track down people abusing the mail service, and if you hand them a case on a silver platter like this, they will be all over it.

Happened in Canada with a stolen car... but police said they didn’t have jurisdiction to do anything about it (it was in a rail yard) so they let the car go... it ended up in the Middle East and still police shrugged their shoulders.
