America played the biggest role here not only did they give out funds, they gave out blueprints and even went as far as sending scientists to Pakistan to personally educate and monitor their progress. The US wanted to keep then India a nuclear power in check. Compared to what the UsS did China played a very small part

If im not mistaken, it was the US who initially helped Pakistan with its nuke program. The US was so against nuke weapons profileration but dont mind helping another country to get its nukes as long to counter another nuclear threat i.e. India in this case.

Americans helped Pakistanis alongside the Chinese in developing nuclear weapons. In 1948, Pakistan illegally occupied Indian territory of Kashmir, which the ruler of the region had agreed to accede to India after brutal Pakistani agression. Further conflicts developed between the two, while the Americans and Chinese pushed the Pakistanis for support in the 1960's to the 1990's. Then India secretely developed nukes and the Americans at first did not approve, but opened proper diplomatic relations with the Bush government in 2000, and since then India and the United States have been strong strategic partners, while Pakistan has in attempts to save its economy, turned to China.
