I think you already know it but try adding some salt

you might want to add more of it, or say add hexane and then easily discern & divide the lighter oily hexane-toluene mix (higher) and the dirty water part (lower)
then you can distill the mix

Emulsions suck hard. I dont know any tricks unfortunately, I've seen some use a second solvent to drive the other out, someone's heating and cooling (though I dont think that will work here), centerfuge, or the worse which is patience.

Adding brine is great for breaking emulsions. Also any kind of device that vibrates, that helps the micro droplets join together. As someone else said 25ml is going to be a super thin layer in a funnel that size, I'd consider adding more.
