the rotation thing makes no sense, Izuka says a lot of stuff that seems on the spot. I like to beleive that the chaos control blast that set the Arc back in time to when it was stationary, also warped the moon back to before it was destroyed.

I think the answer is simple:
Eggman pissed on the moon in hopes that it would blow it up for good!
But the sticky piss and the gravity of the moons orbit placed the moon pieces back into place ๐

In Sonic X it was explained that Eggman rebuilt the moon in order to trick everyone into thinking he was reformed and became a good guy, I know it isn't canon but I still choose to believe that it is.
