I know this story. His inspiration came from ww2 history. This story really happened too, back in the 60's. If it was done again today there are way better ways to accomplish the same goals he had in engineering.

I also believe it's the only "nation" Italy has actually declared war to, even if it lasted no more than a week

Theoretically you could just do that. You build a pump that desalinates the water, set up a farm for food. There's no laws in international waters.
