He basically nails it on the head. The change came from them being a Policeman to Police Constable to a Police Officer. The Policeman upheld the [Common] law and the Police Officer enforces Acts & Statutes, which is a secondary system [legal system] with primary legislation, which now interferes with civil matters as well as criminal matters.
