This doesn't look like a vane actuator problem. This looks like a boost leak problem. Check the boost hoses between the intercooler and butterfly valves and also the elbows from the plenum down to the intake on the heads. I'm quite sure you're getting this problem during partial load.
It could also be a problem with one of the pressure sensors sitting directly behind the butterfly valves.

My 3.6 had problems similar. It was a cracked inlet manifold/rocker cover. They crack along the top worth checking.
