In real life, many restaurants had characters on other stages/rooms, the most famous of which being in Chuck e. Cheese Restaurants between 1978 and 1998. The function in the game would be because it's mysterious and unexpected

Foxy could've been the villain of Freddy and Friends. But still loved. It's kind of like SpongeBob being nice and him caring for Plankton, and still a friend to him, despite him stealing the secret formula and trying to be an evil genius.

it might also be a design choice to leave foxy withered from fnaf2 to fnaf1 to give him more of a "rough pirate look" because his head was updated with the other animatronics.
