Then YOU become his last worthy enemy.
He encourages you when he defeats you. When you get him into his next phase he deems you worthy enough to fight him at his peak, since Serosh was his limiter.
And when you finally defeat him he tells you that you are worthy to become a king.
Unlike other bosses he shows your Tarnished respect and honor even when he defeats you.

I just finished my first Elden Ring playthrough blind after playing all the dark souls games and sekiro (on pc) and i unknowingly chose the hero class and stuck with the same outfit through all of the game. Just chose a Greataxe for more damage.
(Spoilers ahead)
Seeing Hoarah Loux being Godfrey and making the connection to Nepheli and the FIRST NAME i read in game on my starting Armor description it was truly a legendary moment.
Update: i started DeS last weekend. (1st November 24) I'm very low on energy so it will probably take me a while and it's got some weird mechanics. But i will update again when i beat it and start BB

Godfrey is a man out of time. As are we. But having seen what his efforts have afforded the world, it's no wonder that not even he cares to reclaim the crown. The most he can do is mourn his children, and ensure that whoever does claim the crown at least proves themselves stronger than himself. Maybe then, they can do what he could not.

Bonus comment lore! The "Brave's Battlewear" is an armour set cut from the game - but interestingly a phantom can be found wearing it near the Limgrave Colosseum.
