This is not what she said at all iv seen the interview. She stated that her and the cast feel it would be wrong for them to come back without Cameron there as Carlos as they all started it together so they’d finish it together as well as the fact it would be too traumatic for them.
She stated that there would be no point for the original cast to continue their story as they feel their characters storys were finished and ended the way they all wanted them to.
She and the rest of the cast have stated they wouldn’t mind if Disney did another descendants but that they would not be in it.
However some cats members such as the actor who plays Ben stated they wouldn’t mind however they refuse to do one if Dove is not there to play Mal.
And also members such as China were ok with coming back as she feels it’s the best way to move the series forwards and that Cameron wouldn’t want it to stop her or the series or for it to die just because he did. Furthermore she stated it was a good way for her to heal and remember him in a positive light (which he always was).
