World Minfigures WM6105 set includes WM2081 minifigure which is based on Obito Uchiha disguised as Madara Uchiha during the 4th Great Ninja War from the anime series Naruto Shippuuden.
Obito was aware of the impression he had on everyone in Konoha, and revealing his true identity wouldn't have created the chaos he desired.
