the second one looks more finished or cohesive as everything is equal detail. the former one had models with shadows, but the terrain and surrounding area was lacking, causing a clear visual difference, which while not drawing attention, does look bad if a viewer's eyes look at it. it's kind of like when you hit tab in the sims and look around at the map that you're not meant to observe at these angles.

Houses on a hill from a distance have always looked like a string of beads to me - they're long rows of houses that bend and curve with the topography. They're also layered, with multiple rows sitting on top of one another. You can't see every neighborhood and culdesac from a distance, but what you can see, just the edge, has a rhythm in its structure. Maybe thinking of it like that will help as you lay out the illustration. Good luck!

I like them both! The after feels more illustrative and more intentional in saying 'not as important, don't focus here' but the before feels more grounded.
Depends what you're going for!
