Or you can do it this way: the top simplifies to (2)^-4, which becomes (2)^(-4)/(2)^(-3). The fraction flips to become 2³/2⁴ = 8/16 = ½.

I’m pretty sure can also just flip the 2 to eliminate the negative. So you gave 2^3/(2^2)^2. 2^3 power is just 8. And using power to a power you would have 2^4 in the denominator. And that simplifies to 16. So 8/16=1/2

(2²)^-2 is (2)^2.-2= 2^(-4) and 2^(-4)/2^(-)3 is (2)^(-4)-(-3) so its 2^(-1)=2^(-1)=½. this is eighth grade math in my country.
