Honestly, I 100% consider the sudden silence a musical decision. Music is, after all, both the sound and absence of sound, even when taken to the extreme (looking at you John Cage, and your 4'33" of rests.)

i love how it also conveys guilt, the music represents the murder, and the silence represents the aftermath, how even if you don’t realize your actions in the present, they will come to realization in the future, leaving you only to feel guilty of all the lives you’ve taken

It’s also a really good way to put yourself into the same mindset as Jacket/Biker. Their blood is pumping and adrenaline kicks in so they’re in this state of focus just like how the music keys is into the fact we still have something to do then the last obstacle is dead and they crash with the music. The points and combos are suddenly corpses and bloodstained halls and we’re left with nothing but the dead and the uncaring world around them. Then you’re just left to go home, just to do it until you can’t anymore whenever that may be

The ambient music after the level also sounds like your ears are ringing, which fits with the main character going a bit insane.

It's not sound design, it's just a carefully picked song. The "ambience" that plays when you beat a level is "Crush" from El Huervo's (Niklas Åkerblad's) EP "Do Not Lay Waste to Homes." The EP came out on April 17th, 2012, 6 months before Hotline Miami's October 23rd release of the same year. The creators (who lived with Niklas at the time) simply chose music rather than creating an ambient track.

Yeah, the game was designed in a psychopath way, and when you kill everyone the level doesn't instantly teleport you to results but you have to go back to your car while watching every enemy's dead body. Creepy.
