Great Question! Could it be the N pole was once located over the south Greenland Ice Sheet and moved what is now northward in jerks away from Greenland and towards Siberia? Perhaps this crustal jerk happens on regular periods, say on 3k, 6k and 12k intervals? Some smaller, some bigger than others?
