It's not really confusing... The older Chromecast does just fine streaming high bitrate 4K with DV HDR and all that cool jazz. But despite that, you can tell that the performance could be better.
So it's just a decent thing by Google to do considering that most existing users won't need to upgrade straight away and won't feel pressured to do so by not having the latest software. While the new users who waited for the upgraded hardware have an easy choice.
Plus In a couple of years when there is a new software not available for the old chromesasts, people will feel more comfortable upgrading to a hardware that is no longer exactly new, as they'll have a peace of mind, knowing that google may release new hardware but will probably update their software once more.
It's a marketing decision by Google that works out for the users.
