Generally, he isn't that bad but if you're like me and like monotype challenges, then Wattson from emerald is definitely terrifying. Oh and also Winona's Altaria spams dragon dance and Earthquake/Aerial ace.

Falkner is not that bad unless you pick Chikorita, but even then you are a lvl 11 geodude away from ruining poor guys entire year.

Clair and Jaun. Their Kingdras make them the most annoying to me: in Johto you dont have access to dragons to actually hit hard until after her gym (unless you want to spend hours grinding for a Dratini at the Game Corner in some versions of the game); while Jaun gave his the most annoying evasion strat in the franchise.
