Not Fully correct (FALSE). You can have simple partition done with the decision trees that interpolates ( even extrapolate if you want) ( costantly ) in areas where there are NO training sample. It's easy to imagine the examples ( toy example: output=-1, for all x<=0; and output=1 for x>0 , valid for all x >0. Trained with the points like ( x1= -.5, out1=-1 ; x2=1, out2=1 ; and so on )
I'm Not saying anything about performance of generalizations ( particularly between constant vs affine inter/extra polation depending on situations) . Just saying that the oservation in the video is a bit missleasing.
