We have solved the issue you are having by putting soft or kid friendly ornaments on the tree up to where he can reach. You can always put more precious or cherished ornaments up higher. When you give him the ornaments to put on he will probably take them off but just tell him it's his job. It's his part of Christmas tree decorations. It gets better but I tried it and it worked with my 2 girls and 4 grandkids. Works well for dogs with tails that have no manners and smack the ornaments off the tree.
